Operation Shepherd Hailed a Success



Lancashire Constabulary's crackdown on alcohol related crime and anti social behaviour over the festive period is being hailed a success.

The aim of Operation Shepherd was to tackle and prevent alcohol related crime and anti social behaviour, as well as promoting personal safety over Christmas and the New Year.

Figures released today show a total of 5,849 breath tests were carried out on motorists across the county during the operation; a significant increase when compared to last year's figure of 4,323 breath tests. They included routine tests on drivers involved in accidents as well as those who were flagged down to take part at special checkpoints.

Of the 5,849 people who were tested, the total number who tested positive or refused to provide a breath sample was 195 compared to 198 in 2006/2007.

Chief Inspector Jon Donnelly, Lancashire Constabulary's Road Policing Manager, said: "These figures are incredibly encouraging and would suggest that the drink-drive message is getting through. We have carried out 1,526 more breath tests than last year but have seen a reduction in the number of people testing positive or refusing to provide a sample. This shows people are listening and realising the dangers of drink-driving.

However, there are still the reckless few who are prepared to gamble on their own and other peoples lives. People must remember that even a small amount of drink will affect a person's ability to drive. There is simply no excuse for drink driving and it won't be tolerated.

"If you are convicted of drink-driving you could go to prison, face a heavy fine and be banned from driving. You could also lose your job and the cost of your car insurance will rocket. More seriously, if you should cause the death of someone whilst under the influence of drink or drugs you could be sent to prison for up to 10 years."

Operation Shepherd also aimed to tackle underage drinking. During the operation Lancashire Constabulary carried out 317 test purchases at off licenses across the county and 120 at pubs and clubs. Officers also carried out 3,253 planned visits to off licenses and 2,953 to pubs and clubs as well as seizing 1,726 items of alcohol.

A total of 710 young people were stopped across Lancashire because of alcohol related issues. Across Lancashire 827 penalty notices for disorder were issued, 144 of those were on the street and 683 were in custody.

Lancashire Constabulary's Assistant Chief Constable Wendy Walker said: "I am extremely pleased that this year's campaign has been a success. The work carried out by the Constabulary over the festive period shows a commitment to trying to reduce alcohol related crime and anti-social behaviour.

"With regards to the drink drive figures, it is incredibly pleasing to have seen a reduction on last year's figures. Even though the campaign is now over it does not mean that Lancashire Constabulary is no longer committed to tackling alcohol-related crime, disorder and anti-social behaviour. We will continue to work with our partners to tackle these issues across the county.

"We want people to enjoy themselves safely in a way which doesn't impact negatively on those around them."
